The European Commission is preparing the next revision of the Audiovisual Media Services Directive amidst profound changes to the media landscape. This CERRE Issue Paper asks: how can citizens continue to access different independent media sources, in light of the growing use of platforms, video-sharing services, recommender systems and AI-driven environments?
From prominence to real access: making media visible
The Issue Paper argues that a revised AVMSD should provide a more coherent framework for the relationship between media providers, platforms and the public. This means clarifying:
- Which media services and content deserve special protection in the platform environment;
- Which platforms should have enhanced obligations when dealing with media content; and
- How rules on access, findability and prominence of media content should apply to online platforms, recommender systems and user interfaces.
