KENMORE QUARTE RLY OFFICIAL NEWSLETTER OF THE CITY OF KENMORE, WA | Summer 2026 Kenmore Prepares for Next Budget Cycle A Message from City Manager, Teri Killgore As we begin building Kenmore’s 2027-2028 Biennial Budget, we find ourselves at a crossroads with some difficult decisions ahead. Kenmore has maintained a strong fiscal reputation and budget since incorporation in 1998. Our bonds are rated AAA (City’s credit score) which is the highest available rating. Unfortunately, the City is not immune from economic inflationary pressures and limited revenue streams. As we work to accomplish priorities of the Council and community, we need to decide how to fund them, starting with our upcoming budget cycle. Financial Sustainability and the Structural Deficit Financial Sustainability is a top City Council priority. The City has a “structural deficit,” meaning our costs and expenses outpace our revenues.
