The Narrative Entropy formula S = (If Cb) dt has been formally published and
registered (Bulut, 2026a). However, the operational procedures for assigning numerical
values to Information Friction (If) and Causal Branching (Cb) and for ensuring that
independent raters produce consistent scores have not previously been specified. This
gap reduces S from a calculable metric to a qualitative label, undermining the
reproducibility that is the Bulut Doctrine's core methodological commitment. This
document closes that gap. It provides: (1) operational definitions with discrete scoring
anchors for If and Cb; (2) a standardised annotation procedure for applying scores to
