SERBIA A National Action Plan to end Illegal Killing of Birds EXECUTIVE SUMMARY Located at the heart of the Danube–Sava flyway, Serbia hosts between 270,000 and 400,000 overwintering waterbirds each year, making its wetlands globally significant for migratory species. Yet illegal killing and trapping persist together with habitat destruction, undermining the foundation for protection gains. While Serbia has demonstrated political will and made commendable progress, enforcement remains fragmented, gamekeepers are institutionally weakened, and positive prosecution outcomes are rare and inconsistent.
