The 2020 National Spatial Planning Framework (NSPF) building report was developed following the UPFR (Urban planning functional report) for the Islamic Republic of Afghanistan's Ministry of Urban Development and Land (MUDL). Afghanistan is confronting significant issues at all levels, from national to local, as a result of the country's continuous rapid urbanization and increased political and economic volatility. This research proposes a National Spatial Planning Framework (NSPF) in four segments to address these issues: In addition to outlining a set of planning tools based on recent initiatives, the report (i) identifies planning objectives for various levels of intervention, (ii) suggests ways to formalize and implement a unified approach to spatial planning, and (iv) draws lessons from other countries at comparable stages.
