Document as of June 28, 2012 The situation in Mali and the role of the Community of Democracies The military coup in Mali in March this year overthrew the democratically elected government and constituted a breach of the constitutional order. The Secretariat has prepared a report on the events. Developments in Mali show that in spite of all internal and external efforts to regain a democratic order and regain control over the northern parts of Mali, the military junta still remains in a position of power, freedom of speech and other human rights have been infringed, Islamist groups have taken control over and initiated serious human rights violations in the north, and a return to democracy and constitutional order seems far away. Mali has been a Participating State of the Community of Democracies and a Member of the Convening Group since its beginning, and chaired the CD from 2005 – 2007 including hosting the Ministerial Meeting in Bamako in 2007.
