Two Strategic Bases: U.S. foreign policy since the rise of confrontation with the Soviet Union after the end of the Second World War was built on the consolidation of two strategic bastions of power, one in Western Europe and the other in Northeast Asia. The Western European component was created through the establishment of the European Coal and Steel Community (ECSC) in 1953 which by 1958 was transformed into the European Common Market by the direct economic and political support to the United States. The counterpart in Asia to the creation of the ECSC and the Common Market in Europe was the post-war rehabilitation of Japan. Both regions were going to be merged into a strategic economic and defence relationships with the United States for geo-political purposes.
