But BISD officials say the cuts will be absorbed and local families will not notice any change in the way the Bright Beginnings campus operates. Awards Superintendent Chris Smith told the Brownfield News Monday that the hit to local coffers will be about $35,000. Texas’ spending per 4-year-old decreased by $265 per student last year and further cuts are expected. on Pages 10-11 “Most of our funding for Bright Beginnings comes through Head Start funding from the federal government,” he said. “The funds that are dropping are state grants, which we have used for curriculum and resources at the school.
