Background
EMSF Program currently receives funding from three sources:
SB 12 (Maddy Fund) – These funds come directly from the State. Orange
County receives approximately $2.5 million per year that is deposited into
the Emergency Medical Services Fund (EMSF) program.
Emergency Medical Services Act (EMSA) Funds – The County receives
approximately $1.1 million per year from the State in EMSA money.
Measure H – Tobacco Settlement Revenue (TSR) – In 2000 the Orange
County Medical Association (OCMA) initiated Measure H in order to ensure
that the use of TSR money received by the County would be used for health
care purposes. Passed with 64.6% of the vote, Measure H requires 23% of
the County TSR money to be deposited into the EMSF account to reimburse
physicians for uncompensated emergency room care. This money averages
approximately $8 million per year and makes up about 70% of the EMSF
funding.
