FREE November 4, 2016 | Volume 7, No.14 continued on page 3 The Ministry of Forests is denying culpa- bility in the 2014 washout at Cooke Creek despite a provincial agency’s investigation that found otherwise. The Forest Practices Board investigation into a complaint by local resident Dale Fen- nell about road maintenance on the Cooke Creek Forest Service Road found issues with road maintenance, culvert design and government’s response to public concerns. “The board is concerned that the (Okana- gan Shuswap Resource District) and BC Timber Sales did not comply with legisla- tion or their own risk management policies, procedures and systems,” said board chair Tim Ryan. “Improvements are also needed in training, management, record keeping and the way in which public concerns and complaints are acted upon.” The investigation found that BCTS did not inspect or maintain the road between 2005 and 2014 despite ministry policy re- quirements to do so and that the culvert in- stalled in 2007 wa
