Jennifer and Edward Koochin received a temporary use permit (TUP) to place a temporary building on part of the property located at 506 Cliff Ave. The couple purchased the building on the property, which is currently under lease, and plans to open a business serving ice cream, healthy snack options and some re- tail. With time running short to take advan- tage of the summer season and finances tied up in the purchase, the Koochins are eager to get started and do not currently have the funds to do the paving required if they were to put up a permanent structure. The plan includes hooking up to city wa- ter and sewer and installing underground amenities but the building will be on a temporary foundation of anchored timber skids.
