Desert Recreation District Administrative Manual SUBJECT: Operating Budget SECTION: Finance POLICY NUMBER: AP204 DATE PREPARED: April 8, 2009 DATE REVISED: April 8, 2009 Purpose To establish and recognize the Desert Recreation District’s procedure for the preparation and approval of the annual operating budget. Policy and Authority The District’s operating budget is an essential component of the District’s process for financial planning, management and control. The budget is a plan of revenues and expenditures for the fiscal year and is intended to provide a clear, concise and coordinated financial program to attain the District’s goals and objectives. The District’s Policies and Procedures related to the Capital Improvement Budget and Capital Improvement Plan (CIP) are included in Policies AP 002 Capitalization Policy, AP 003 Budgeting and Purchasing Capital Equipment and AP 006 Capital Improvement Plan (CIP).
