THE ARMENIANS
Will the Powers avenge the slaughter of tens of thousands of
Armenians across the Bosporus? Their treaty with the Sublime
Porte justifies their intervening.
The Convention of Cyprus
between Great Britain and Turkey, signed June 4, 1878,
preceding the Treaty of Berlin, engages that England shall defend
Turkey against Russia s further seizures of the territories in Asia
Minor, with this proviso:
In return his Imperial Majesty the Sultan promises to
England to introduce necessary reforms, to be agreed upon later
between the two Powers, into the Government and for the protection of the Christians and other subjects of the Porte in these
territories.
And in order to enable England to make necessary
provision for executing her engagement, his Imperial Majesty the
Sultan further consents to assign the Island of Cyprus, to be
occupied and administered by England.
The Sultan had just promised the Czar, in the Treaty of San
Stefano, to effect without delay
