CASH STRAPPED COUNCIL REAPPOINTS CHIEF EXECUTIVE REINSTATED Amid the row over the reappointment of Michael Lockwood as Harrow Council’s chief executive and the massive budget cuts faced by local groups, supporters of Harrow Arts Centre were celebrating this month. Harrow Council had proposed shutting the centre in Hatch End as part of a £75 million savings plan over three years.
