State law violations by Judge Robert C. Hight, Sacramento County Superior Court presiding judge. Judge Hight has failed or refused to effectively supervise and discipline temporary judges who illegally use their judge pro tem status in advertising and for promotional purposes. Judge Hight is required by state law to notify judge pro tem lawyers who misuse the title to cease and desist, according to the California Judge's Association. Numerous Sacramento Family Court temporary judges violate the Code of Judicial Ethics by promoting on websites their judge pro tem status to clients and potential clients. "A temporary judge may not include the fact of serving as a temporary judge in law firm or business advertisement including a biography on a law firm website," according to the CJA. Misuse of the title violates Canons 1, 2, 6D(9)(a), according to the CJA.
