Judge Shellyanne Chang has failed or refused to report judge and attorney misconduct as required by the California Code of Judicial Ethics Canons 3D(1) and 3D(2). Sacramento Superior Court watchdogs and whistleblowers have for more than 10 years charged that Sacramento County judges individually and collectively are responsible for committing or helping conceal systemic civil rights violations, honest services fraud, and RICO racketeering by family law division judges, part-time judges, and court employees against indigent, financially disadvantaged and disabled pro per litigants.
