Illegal proof of service filed by Sacramento divorce attorney and part-time judge Charlotte Keeley in Sacramento Superior Court. Whistleblowers have documented that part-time judges routinely file illegal court records. Court clerks and judges do not enforce state law and court rules against lawyers who also work as part-time judges for free. The attorneys receive preferential treatment and other kick-backs, including rubber-stamped court orders in exchange for "volunteer" work as temporary judges. The part-time judges significantly reduce the workload of full-time judges and court employees and are paid with assorted kick-backs. The arrangement constitutes a RICO racketeering enterprise that deprives the public of the federally protected right to honest government services, and includes predicate acts of mail and wire fraud.
