On May 7, 2010, the State Council
released “Several Opinions of the State
Council on Encouraging and Guiding the
Healthy Development of Private
Investment” (Guofa [2010] No.
13), the
opinions encourage private investment to
widen the field and scope of private
investment; they also create a health
environment for private investment by
encouraging and guiding private
investment to the fields of fundamental
industries and facilities, municipal
utilities, politic housing constructions,
social undertakings and so on.
To further
implement this document, the State
Administration of Foreign Exchange, the
Ministry of Commerce, the Ministry of
Land and Resources the National
Federation of Industry and Commerce and
the Ministry of Education of the People s
Republic of China successively issued
implementation opinions on encouraging
and guiding the healthy development of
