BACKGROUND
The BALLOT SECRECY FOLDER (BSF) is an
ordinary office folder, 14.
5 inches long and 9 inches
wide, where one can put some papers inside, but
which is marked in front with the words
BALLOT SECRECY FOLDER with a
Comelec logo at the middle top, intended for
the voter to cover his ballot while voting on
election day.
