National Guard of Ukraine (NGU) Year of creation : 1991 Ministry responsible : Ministry of the Interior Status of leader : military Website : https://ngu.gov.ua History of the institution. The National Guard was created on November 4 th, 1991, shortly before the Interior Troops (1992). During the 1999 presidential election, the re-elected president, as a concession to his opposition and arguing economic constraints, decided to dissolve the NGU, whose personnel were transferred to the Interior Troops and the Armed Forces. In 2014, following Russia's intervention in Crimea and the Maidan revolution, the Guard was recreated, partly from the Interior troops, which disappeared at the same time. Missions. As a military force for maintaining and restoring public order, the Guard has no judicial1 or territorial jurisdiction. Its main missions are : Maintaining public order, controlling areas, protecting sensitive sites in urban areas, and managing large gatherings and demonstrations. Escor
