Inclusive Education in Lower Saxony, Germany 2017 In the last 10 years the German special school system went through a lot of changes. 2013/2014 „inclusive education“ became a standard practise in the federal state of Lower Saxony. From now on students have equal rights and access to all schools. The parents of children who have special needs have now the right to decide for themselves if their children would join a special school or a mainstream school, for exam- ple the local school in their neighbourhood. Since the 1st August 2013 all public schools have to take in students even if they have any kind of disability; like for example a learning or speech disability or an hearing, visual, intellectual or physical impairment. Special schools for students with learning disabilities are continuously closing, the other SEN1 schools remain, so the parents actually have the choice to find the most appropriate school for their child.
