During the period 1945-1968 there were developments in terms of the civil rights of
Black Americans. However the very meaning of civil rights had itself become subject
to debate that it many ways parallels the division between the concepts of De Jure
(legal) and De facto (actual) discrimination and segregation.
For some to achieve civil rights meant the implementation of a set of laws both at
Federal and State level which allowed for equality of opportunity in political and legal
matters. In other words they felt that an end to “De jure” segregation and
discrimination should be the aim of the movement, and once this was achieved, there
would be opportunity for the Black American to develop both individually and in their
community.
However for others this legalistic civil rights movement had limited aims. They
