Put glue on the small tabs at
the top.
Place the small circle on the
top (this is the top of the hat).
Cut star-like lines in the large
circular piece (this will be the
brim).
Put glue on these
triangular-shaped pieces.
Attach the brim to the rest of
the hat by placing the hat on
top of the brim, and then
picking the whole thing up, and
sticking the triangular-shaped
pieces to the inside of the hat.
