Hollinger Inc., the holding company of Conrad Black, said today that it would pay $259 million Canadian, or $207 million United States, for 23 percent of Southam Inc., a Toronto-based publisher of 17 daily Canadian newspapers and operator of a bookstore chain. Hollinger said that it was buying 14. 3 million shares of Southam from the Torstar Corporation, publisher of the Toronto Star.
